Emergency Management


In accordance with State Law, the Mt. Lebanon Emergency management Agency was created for the purpose of preventing, minimizing and alleviating injury or damage resulting from man-made or natural disasters.

The agency is maintained and operated on a daily basis by the fire department’s Operations and Emergency Management Platoon. These fire fighters are available to set up the emergency management center and implement the municipal emergency operations plan. They also maintain the emergency management website where residents can obtain emergency preparedness suggestions and information about local emergencies, the municipal emergency warning system, and the fire department mobile emergency management unit.

 

The operations and emergency management platoon is responsbile for:

Risk Managment and Awareness

Identifies risk levels for municipal government and private building owners; educate and prepare residents to deal with natural disasters or calamities for community residents. Develops disaster resistant systems and recovery plans for municipal departments and private building owners.

Early Warning System

Maintains community warning sirens and cable access equipment; oversees periodic testing.

The Emergency Management Unit provides emergency responders with an identifiable command vehicle to manage events functioning as an office and control center for complete incident management of an event. This vehicle is equipped with disaster supplies, power generation ability, scene lighting, communications equipment (radio, cell, fax, Internet), computers, satellite media coverage, and rudimentary creature comforts for the response staff.




Disaster Drills

Organizes and conducts large and small scale disaster preparedness exercises; holds post-exercise critiques and recommends modifications to policies and procedures.

Emergency Operations Plan

The purpose of the Emergency Operations Plan is to coordinate all emergency management activities necessary to protect the people, property, economy, and the environment of the Municipality of Mt. Lebanon. The purpose of the plan is to establish the functions and responsibilities of town departments and employees, commissions, boards, Town Council, and county agencies. It is intended as a comprehensive framework for town wide mitigation, preparedness, response, and recovery activities. This plan is the Emergency Operations Plan as mandated by Pennsylvania Code.The plan includes critical response information such as the Municipal Incident Command Structure, staff descriptions, staff assignments, emergency equipment, evacuation sites, etc.

In 2006, the Operations & Emergency Preparedness Platoon worked closely with the Allegheny County Department of Health and the Mt. Lebanon School District to develop a contingency for responding to and managing a pandemic emergency such as Avian Flu.As a result of these meetings, the Emergency Management Platoon has been presented with the opportunity to be a test site for the Allegheny County plan in 2007. A mock incident will be developed to simulate the need for a large-scale distribution of medication for a pandemic or biological outbreak. This Point-of-Distribution (POD) drill will be the first of it’s kind in the area and will involve many local residents, the school district, county health officials, county emergency management officials as well as all emergency services in Mt. Lebanon.

Pre-Incident Planning and Standard Operating Procedures

Recommends, maintains, and updates pre-incident emergency plans, standard operating procedures and guidelines.
